Project is created in full hd 1920×1080 in 29.97fps, but you can export your video and with any fps you want – check help file.
In the help file, you can also see how to render transparent video. Lower-third must contain an alpha channel if you want to render it and to place it on your video. If you don’t have experience with that, please check the documentation.
